Thomas E. Mountin was born in Milwaukee, Wisconsin.  He attended St. Francis de Sales College where he received a B.A. in 1971.   Following this, he attended Loyola University and received a J.D. degree in 1978 and a Masters of Law in Taxation (L.L.M.) in 1981 from DePaul University.  Mr. Mountin is a member of the National Association of Bond Lawyers.  His practice areas include Public Finance and State and Federal Taxation.

Tom practiced primarily in the tax controversy area in the early years of his career.  He co-authored the text "Federal Taxation:  Practice and Procedure" which was published by Commerce Clearinghouse, Inc. in 1983, 1986 and 1988.  This text has been used by many graduate law and accounting programs in taxation in the U.S.

Tom has practiced in the bond counsel area since 1987.  He began by serving as special tax counsel in the Spring of 1987 following the changes resulting from the Tax Reform Act of 1986.  He became a primary bond counsel in November of 1988.  Since 1988 he has signed the approving bond counsel opinion on over $1,000,000,000 of tax exempt financing issued by Wisconsin issuers.  In addition to serving as bond counsel at Miller, McGinn & Clark S.C., Tom has served as disclosure counsel, special tax counsel, underwriter's counsel, lender's counsel, or purchaser's counsel to Wisconsin bond purchasers.  Tom has also served on several conduit financings at Miller, McGinn & Clark S.C. including Industrial Development Revenue Bonds for companies expanding or relocating in Wisconsin.
